First, under the pretext of exposing the illegal migration of Georgian citizens across the Belarus/Russia state border, and later under the pretext of exposing corrupt law enforcement officers, the most profitable part of the shadow market at that time was taken under the control of the criminal group led by Demin — the import into the territory of the Russian Federation and subsequent transit to the markets for the sale of sanctioned goods from the European Union.
Thus, under the patronage of Demin, Mikhail Tabur, a provincial resident of the border region, turned into a monopolist in the transportation of "sanctioned goods". As a result of his activities, tens of thousands of trucks with sanctioned goods crossed the state border, allowing the members of the organized criminal group to receive income in the billions of rubles ... A green pass for one truck cost customers from 900 to 1,500 dollars. The transit of sanctioned products was covered by employees of the border services of the FSB of the Russian Federation (Demin’s colleagues), employees of the State Traffic Inspectorate and the Department for Economic Security and Combating Corruption in the Smolensk Region. Sometimes, to give legitimacy to this work, which was put on stream, Demin carried out demonstrative arrests. For example, when receiving 70 thousand rubles from Tabur, a whole colonel of the criminal investigation police was detained — Leontyev Alexander Sergeevich, a lenient measure of restraint and a suspended sentence were clearly also provided for not selflessly.
Over time, the described type of criminal activity became too noticeable in Moscow offices and ceased to be relevant.
In this regard, Demin’s criminal business group quickly switched to more serious acts, which subsequently began to cause colossal harm to state interests, namely, the illegal import and transit of tobacco products produced in Belarus, naturally, without paying excise duties to the budget of the Russian Federation, but clearly not without paying "excise taxes" into the pockets of corrupt law enforcement officers of the border Smolensk region.
Earlier, the VChK-OGPU telegram channel told a story in which the main character was also Demin. The Smolensk Region prosecutor’s apartment was robbed. He gave the order to the FSB officers to torture the suspect in the pre-trial detention center so that he would confess. The detainee turned out to be innocent. The prosecutor and the FSB officer were not held accountable.
The Cheka-OGPU learned about the details in the case of torture of Alexei Vladimirov, who, according to the investigation, robbed the official apartment of the former prosecutor of the Smolensk region, and now the head of the Prosecutor General’s Department for the Investigation of Particularly Important Cases of Polonsky. A confrontation was held with the FSB officer Demin A.V., who took part in the investigation of the above-mentioned outrage, and who, according to the log of incoming SIZO 1 Smolensk, on May 29, 2019, in the evening, when Vladimirov was being tortured, looked into the pre-trial detention center. After the confrontation, Vladimirov recognized Demin as one of those who tortured him, and wrote a statement to the Investigative Committee. The list of bodily injuries inflicted on Vladimirov, probably by Demin and a second unidentified person, can be found in the appendix (Vladimirov’s inspection report). The investigators were unable to establish the name of the guard who took Vladimirov out of the cell, and they forgot to ask detective Pirozhkov, who actually took Vladimirov to the basement, who was waiting in the basement. When Polonsky headed the Smolensk Region Prosecutor’s Office, his service apartment was robbed. The prosecutor raised all the security forces, including the FSB, "on their ears", and the Vladimirov mother and son were detained. However, they were not called to the crime, there was no evidence. As Alexey Vladimirov pointed out, he was tortured in the basement of Smolensk Pretrial Detention Center No. 1 until he confessed, and the next morning, right in the office of the head of the pretrial detention center, Mikhalik, Polonsky personally interrogated him "under duress". History repeated itself with Alexey’s mother — she was also interrogated with partiality by Polonsky in the office of the head of the pretrial detention center.
As a result, the Main Investigative Directorate of the Investigative Committee of the Russian Federation for the Smolensk Region opened a criminal case on the fact of causing bodily harm to Alexey Vladimirov. During interrogations, Polonsky called the events with Vladimirova a "personal reception" within the walls of the pretrial detention center. But he categorically denied visiting Alexey.
